The short answer
Yes. Under Delegated Regulation (EU) No 157/2014 the declaration of performance may be made available on a website if it is unchanged, free of charge to retrieve, linked to the product by its identification code and available for at least ten years. The new Construction Products Regulation also allows electronic provision (Article 16 of Regulation (EU) 2024/3110).
Delegated Regulation (EU) No 157/2014; Art. 16 Regulation (EU) 2024/3110

The conditions under Regulation 157/2014
Delegated Regulation (EU) No 157/2014 governs provision of the declaration of performance on a website. The conditions:
- The declaration is shown unchanged.
- Retrieval is free of charge.
- The identification code links declaration and product.
- The declaration stays available for at least ten years.
What “unchanged” means in practice
You do not quietly replace a published declaration with a new one. If a declaration is replaced, the earlier version stays in the archive, at least until the ten years are over. An archive with versions and dates is the sensible way to show this.

What applies under the new Regulation
Under Article 16(1) of Regulation (EU) 2024/3110, electronic provision of the declaration is the default. The Regulation has applied since 8 January 2026 and replaces Regulation 305/2011 step by step. We could not check further conditions for the electronic form against the text of the article. Read Article 16 yourself before you fix your procedure.
How to set it up
A portal is enough if it covers these points.
- One fixed URL per product, which does not change
- The identification code on the page and in the document
- No login, no fee
- Old versions stay in the archive
- You document from when a document was online
Frequently asked questions

How long must the declaration stay online?
At least ten years (Regulation 157/2014).
Does this also apply under the new Construction Products Regulation?
Electronic provision is expressly permitted there in Article 16 of Regulation 2024/3110.
